Designing a media innovation: Urgency Rank System for UNICEF's Youth Led Digital Mapping

Have you heard about UNICEF’s Youth Led Digital Mapping, a project that allows young people to use mobile phones and digital maps to create change in their communities? In short, it is an initiative by the UNICEF Social and Civic Media team which promotes youth digital engagement with location based civic and social media, empowering them to become public advocates and decision makers for the future of their community. 
How does it work? UNICEF Country Offices, in partnership with local NGOs all over the world, train adolescents and young people to gather data and stories about the community they live in. They generate reports about different aspects of their community, like the exact location of public services, social spaces, socio environmental risks and hazards in general. The information is then verified by UNICEF and shared through social and civic media channels to generate action.

The program utilizes a smartphone application called UNICEF-GIS to produce geotagged reports which are automatically uploaded onto a digital map and then curated, completed, verified and published on Voices of Youth Maps and shared through public channels. UNICEF-GIS is powered by Open Locast, a location based media framework developed by the MIT Mobile Experience Lab, which not only provided the framework, but also has worked on its customization for this prototype from its very inception.

There’s a lot more to the project, and we encourage you to learn more about it, but what we’ve seen so far is enough to move on to the main topic of this post: the Report Urgency Ranking.
The problem

One of the main goals of youth led digital mapping is to become a tool for resourceful social actors (government agencies, NGOs, community organizations, etc.) to assess the situation of the communities mapped, and coordinate follow up efforts to solve or at least mitigate the most pressing problems found there.
In order to be useful for those actors, the process of data collection must be comprehensive, in the sense that it must produce reports that reveal as many issues as possible. That is, if at the end of the day only 10% of the environmental problems of the community make it to the website, its value as a decision making tool for responders who are accountable for the whole community is severely hindered. The bottom line: the platform will only be useful if it can warehouse lots of reports (or the community has just a few outstanding issues, hooray!).
However, once you reach a massive amount of reports, a new challenge arises: how do you make sense of all that data? Where do you start? Hiring someone to monitor and triage every single report that’s created sounds plausible, but when you think about it twice, it’s a huge barrier to adoption by responders. They’re not likely to adopt a tool that instead of making their jobs easier would increase their load.

Turns out there is a tension between both challenges: you need a lot of reports if you want the tool to become a valuable data source, but responders can handle only so many reports without being flooded.



















UNICEF and InSTEDD iLab Latam, with the support of the Knight Foundation Prototype Fund, developed an idea to solve the problem: the Report Urgency Rank System. Its final goal is to automatically sort all the reports uploaded to the maps platform by urgency level, so that responders can quickly pick the most important issues to address in a given area just at a glimpse. Now, let’s describe the specifications on how it works.

How it works

Tags and urgency score

It all starts with a group of experts, like local NGO staff or UNICEF and government officers. They already know what kinds of issues need attention, and they usually have at least an intuition about the features present in the most urgent issues. Based on that knowledge, they design a set of tags representing those features, and assign an urgency score to each tag.

We picture them using an interface moreless alike the one in the figure below.



Once the tags are configured, the adolescent mappers are ready to explore their community looking for issues that need attention. They do so with the UNICEF-GIS Android App, which by then will come preloaded with a list of tags the duty-bearers have selected.

Creating reports from the field

The first step is to create media for the report, any  combination of pictures and videos that the mapper feels appropriate to describe the issue at hand.

After that, the mapper chooses which tags correspond to the situation she’s reporting. It’s very important for the experts who define the tags to choose them wisely: it must be obvious for the mapper whether each tag applies to her report or not.




Finally, the mapper waits for the smartphone to save her current location and optionally adds a description to the report. Later, she’ll be able to work on a more comfortable environment together with her mapper mates and trainers, to describe more thoroughly the situation she reported.

Discussion, curation and verification
After exploring the community while reporting issues, the mappers come back to an office or school setting, where they work together with their trainers to enhance the data they collected. They discuss their findings looking for recurrent patterns amongst them, merging duplicate reports, and adding more detailed information to each of them. 
The trainers then proceed to the verification phase, where they confirm the existence and importance of each issue. When a report is verified, it becomes available to all users. They can see its position in the Report Urgency Ranking as well as sharing it on social networks, where they’ll receive comments and votes from the general public.

So, how do we calculate the Report Urgency Ranking? At this point, we already have all the ingredients we need.

First, we know each tag has an urgency score. Second, we have a bunch of reports, each of them with a number of tags. Now we just need to calculate an urgency score for each report, like in the example below.











As you can see from the snapshots, the Garbage accumulation report was tagged with Garbage and Public spaces. According to our hypothetical configuration, this report would have an urgency score of 85 points (10 points for Public Space plus 75 points for Garbage). In this case we would then consider it Important, since that’s the urgency level for every report between 50 and 99 points. 
By the way, please don’t pay much attention to the actual scores we’re using, they’re there just to illustrate the mechanics of the ranking, and each locality will be able to determine their own tags and numbers. 
That’s it! Now that we have a way of assigning scores to reports, we just need to sort all the reports by their urgency score, and there’s our ranking!



Sharing

Previously, we’ve mentioned users would be able to share interesting reports to social networks. Even though it’s not directly related to the Urgency Ranking, we think it’s an important complement for it.

Whereas the Urgency Ranking is a feature mostly designed to suit responders’ needs, the capability of sharing the findings with the general public adds another dimension to the platform, complementary to the ranking. It is aimed at the goal of increasing the visibility of a community’s problems, putting them under the radar of the public opinion and fostering discussions around them.


Voices of Youth Maps

We imagine a UNICEF-GIS user being able to customize a map to remark an aspect of her community, of particular interest to her. She would then be able to share that custom view branded as a Voices of Youth Map on Facebook and Twitter, or even embed it in her blog, kicking off a discussion forum at the same time. We illustrate this idea with the snapshot below.


Sharing a report
Additionally, a user could be interested in sharing a specific issue, in an attempt to get community support and attention for it. Besides providing a discussion forum, the social view of a report could also let people vote the issue up.


Responders would then get an indicator (number of votes) of the perceived importance of each issue from the point of view of the community. It could look like the example below.




Tracking reports

What we described so far is a system which provides visibility to communities’ environmental problems and helps responders focus on the most urgent ones, but, what happens after that?  As we stated at the beginning of this post, one of our main goals is not only to make those problems visible, but also to encourage the community and authorities to engage in follow up actions.


Taking that into account, we’re thinking on some additional features that will help us close the loop with report tracking, status updates and ways to celebrate success stories.



Issue ownership



We’d like organizations and individuals to be able to claim ownership of a given issue. That would imply that they commit to find a solution and thus they become accountable for its resolution.

Apart from that, it would be nice if they could provide a projected completion date, and report actions being taken towards solving the issue at hand. To complement those follow up reports, they would be able to upload new pictures or videos, that would help anyone involved see the evolution of the place through time.

In the context of this project, no news could be more positive than those of issues being solved. The platform must reflect that. As a result, resolved issues must be very prominent, and they should be a source of recognition to every organization and individual involved in the solution. We want to congratulate everyone who has a positive impact on the community. What is more, we want to motivate them to go on and give us more and more excuses to celebrate!



Next step: prototyping


We have the ideas and we have designed a solution, then what’s next? Well, it’s time to stop talking and start doing! Over the next two months (until June 2013) we will develop a prototype to put both the ideas and the design under test.

Needless to say, our solution will evolve over time and we hope to learn a lot in the process of prototyping and iteratively refining it. However, there’s another way of improving over these initial specs: by getting to know what you think about them. Diseñando un Ranking de Urgencias para el Proyecto de Mapeo Digital Liderado por Jóvenes de UNICEF



¿Has oído hablar del Proyecto de Mapeo Digital Liderado por Jóvenes de UNICEF, una iniciativa que permite que adolescentes generen cambios sociales en sus comunidades valiéndose de teléfonos celulares articulados con una plataforma de mapeo digital? En pocas palabras, se trata de una iniciativa del equipo de Tecnologías para la Participación Ciudadana de UNICEF que promueve que los jóvenes se involucren con sus medios sociales y cívicos locales, erigiéndose como defensores públicos y tomadores de decisiones que incidirán en el futuro de su comunidad.

¿Cómo funciona? Pues bien, las oficinas regionales de UNICEF, en asociación con ONGs locales de todo el mundo, entrenan a adolescentes para que puedan reunir información e historias acerca de las comunidades en las que viven. Generan reportes acerca de diversos aspectos de su comunidad, como por ejemplo la ubicación exacta de servicios públicos, espacios sociales, riesgos y peligros socio-ambientales en general, etc. Luego toda esa información es verificada y curada por UNICEF, y compartida a través los medios de comunicación y las redes sociales, de manera de generar impacto y promover la acción.

El programa se basa en una aplicación para smartphones llamada UNICEF-GIS (Geographic Information System –Sistema de Información Geográfica–), que genera reportes geolocalizados que son automáticamente subidos a un mapa digital y luego curados, completados y verificados en “Mapas de Voces de la Juventud”, y compartidos a través de los canales de comunicación ya mencionados. 

UNICEF-GIS corre sobre la plataforma Open Locast, un framework para recursos multimedia geolocalizados desarrollado por el MIT Mobile Experience Lab, el que no sólo proporcionó el desarrollo del software sino que también se ocupó de customizar el prototipo desde sus orígenes.

Podríamos hablar mucho más acerca de este proyecto, y oportunamente hemos abordado en profundidad el tema a lo largo de dos informes: 
pero lo dicho hasta aquí es suficiente para que –ahora sí– pasemos a tratar el tema principal del presente post: el Ranking de Urgencia de Reportes.

El problema

Uno de los principales objetivos del Mapeo Digital de Riesgos Liderado por Jóvenes es que éste se convierta en una herramienta útil para que los actores sociales más relevantes (agencias de gobierno, ONGs, organizaciones comunitarias, etc.) puedan evaluar la situación de las comunidades que han sido mapeadas y coordinar esfuerzos por resolver –o al menos mitigar– los problemas más acuciantes allí detectados.

Para que les resulte útil a dichos actores, el proceso de recolección de datos debe ser abarcador, en el sentido de que debe producir reportes que reflejen el mayor número posible de cuestiones a solucionar. Es decir, si al final del día sólo el 10% de los problemas socio-ambientales de la comunidad han sido volcados al sitio web, su valor como una herramienta útil para la toma de decisiones de aquellos que deben velar por los intereses de toda la comunidad se vería seriamente comprometido... 

Moraleja: La plataforma sólo será útil en la medida en que logre albergar una gran cantidad de reportes, a menos que la razón del bajo número de éstos resida en que la comunidad llegó a un punto en el que sólo restan unos pocos problemas relevantes por solucionar...

Sin embargo, una vez alcanzada una gran cantidad de reportes, un nuevo desafío se nos presenta: ¿Cómo aprovechar toda esa información? ¿Por dónde debemos comenzar? Contratar a alguien para que monitoree, clasifique y priorice cada uno de los reportes que han sido creados suena plausible, pero si lo piensas dos veces, se trataría de una gran barrera que se interpondría ante los agentes de respuesta. Sería francamente improbable que adoptasen una herramienta que en vez de facilitarles la tarea se las hiciera más pesada...

Lo cierto es que se presenta un tironeo entre ambos desafíos: por un lado, necesitas una gran cantidad de reportes si deseas que la herramienta sea una valiosa fuente de información; pero por el otro, los destinatarios de esos datos –los agentes de respuesta– sólo podrán lidiar con una cierta cantidad de informes sin llegar a ser desbordados.


UNICEF y el InSTEDD iLab América Latina, con el apoyo del Knight Prototype Fund, han desarrollado una idea a efectos de resolver el problema: el Sistema de Ranking de Urgencia de Reportes. Su objetivo final consiste en clasificar automáticamente todos los reportes que han sido subidos a la plataforma de mapeo según su nivel de urgencia, de manera que los agentes de respuesta puedan rápidamente, de un vistazo, elegir los asuntos más importantes a resolver en un área determinada. A continuación describiremos sus características y cómo funciona.

Cómo funciona

Tags y puntaje de urgencia

Todo el procedimiento comienza a partir de la reunión de un grupo de expertos, tales como los miembros del equipo de una ONG local, funcionarios de UNICEF y agentes de gobierno. Ellos ya saben qué tipo de asuntos requieren atención prioritaria, y por lo general suelen tener al menos la intuición acerca de las características que definen a los temas más urgentes. Con base en ese conocimiento previo, ellos diseñan una lista de tags correspondientes a cada uno de esos temas, y les asignan un puntaje de urgencia a cada una de esas etiquetas.

Las visualizamos a través de una interfaz que luce más o menos como la de la figura de abajo:


Una vez que los tags han sido configurados, los adolescentes encargados de los relevamientos de mapeo en el terreno ya pueden comenzar a explorar su comunidad en busca de problemas socio-ambientales que requieran atención. Para ello se valen del app UNICEF-GIS para Android, que a esa altura ya estará pre-cargado con la lista de etiquetas que los agentes de respuesta hayan seleccionado. 

Creando reportes desde el terreno

El primer paso consiste en crear el elemento multimedia del reporte, es decir, cualquier combinación de fotos y videos que el mapeador considere apropiada para describir mejor el riesgo socio-ambiental detectado. 


Después de eso el mapeador elige los tags que corresponden a la situación que está siendo reportada. Deviene crucial que el grupo de expertos encargados de definir previamente las etiquetas las hayan elegido sabiamente: debe resultar obvio para el joven que hace el relevamiento qué tags aplican para su reporte y cuáles no.


Finalmente, el mapeador debe aguardar que el smartphone guarde su geolocalización, y opcionalmente podrá agregarle una descripción escrita al reporte. Más tarde, de vuelta en las oficinas de la ONG, podrá continuar trabajando junto con sus compañeros y entrenadores en un entorno más confortable, ampliando más la situación previamente reportada.



Discusión, curación y verificación de datos

Después de haber explorado su comunidad y relevado los riesgos socio-ambientales encontrados, los mapeadores regresan a las oficinas o bien a las instalaciones de la escuela que estén usando como base de operaciones, donde trabajarán junto con sus entrenadores en el refinamiento de los datos recolectados.  

Ellos discutirán sus hallazgos, en busca de patrones recurrentes entre éstos, depurando y unificando reportes duplicados y añadiéndole información más detallada a cada uno de ellos. A continuación los entrenadores pasarán a la fase de verificación, oportunidad en la que confirmarán la existencia y valuarán la importancia de cada ítem reportado.

Cuando un reporte es verificado, éste se vuelve disponible para todos los usuarios. Ellos pueden ver su posición en el Ranking de Urgencia de Reportes, como así también compartirlo en sus redes sociales, donde recibirán comentarios y votos del público en general.

El Ranking de Urgencia de Reportes

Ahora bien, ¿como calculamos el Ranking de Urgencia de Reportes? Llegados a este punto, ya tenemos todos los ingredientes que necesitamos... Primero, sabemos que a cada tag le corresponde un puntaje de urgencia. Segundo, tenemos un conjunto de reportes, cada uno de ellos con un cierto número de etiquetas. Ahora sólo nos resta calcular el puntaje de urgencia para cada reporte, tal como se ilustra en el ejemplo de abajo:

 

Como puedes apreciar en las imágenes, el reporte de Acumulación de Basura fue etiquetado bajo las categorías “Basura” y “Espacios Públicos”. De acuerdo con nuestra configuración hipotética, este reporte tendría un puntaje de urgencia de 85 ptos. (10 ptos. por “Espacio Público” + 75 ptos. por “Basura”). Por lo tanto, en este caso deberíamos considerarlo “Importante”, ya que ése es el nivel de urgencia asignado a un reporte cuyo rango se ubica entre los 50 y los 99 ptos.

Acotación al margen: Por cierto, por favor, no les prestes demasiada atención a los puntajes que estamos usando en este ejemplo, ya que sólo han sido puestos aquí a modo ilustrativo, para que comprendas cómo funciona el mecanismo de ranking, y en cada localidad relevada deberán determinar de antemano sus propios tags y números asociados.

¡Listo! Ahora que ya disponemos de una manera de asignarles puntajes a los reportes, sólo resta ordenarlos de mayor a menor, y así surge nuestro ranking.



Compartiendo la información

Anteriormente habíamos mencionado que los usuarios pueden compartir reportes interesantes a través de sus redes sociales. Y a pesar de que ello no se relaciona directamente con el Ranking de Urgencia, consideramos que es un importante complemento de éste.

Mientras que el Ranking de Urgencia es una funcionalidad que ha sido diseñada principalmente para satisfacer las necesidades de los agentes de respuesta, la capacidad de compartir los hallazgos con el público masivo le añade otra dimensión a la plataforma, complementaria al Ranking. Ello apunta a aumentar la visibilidad de los problemas de la comunidad, colocándolos bajo el radar de la opinión pública y fomentando debates en torno a ellos.

Mapas “Voces de la Juventud”

Nos imaginamos a un usuario de UNICEF-GIS capaz de customizar un mapa remarcando un aspecto de su comunidad que suscite particularmente su interés. Así él podrá compartir esa visión personalizada bajo el formato de un mapa “Voces de la Juventud” en Facebook y/o Twitter, o incluso insertándolo en su blog, iniciando al mismo tiempo un foro de discusión al respecto. Lo ilustramos con esta imagen:




Compartiendo un reporte

Adicionalmente, un usuario podría estar interesado en compartir un asunto específico, en un intento por obtener atención y apoyo por parte de la comunidad. Además de generarse de esta manera un foro de debate, el componente social de un reporte más su visibilización también permitirían que el público votase para que el asunto adquiera una mayor notoriedad.

Así, los agentes de respuesta dispondrían de un valioso indicador (cantidad de votos) de la percepción de la importancia de cada asunto, desde el punto de vista de la comunidad. Ello se visulaizaría de la siguiente manera:


Seguimiento de los reportes

Lo que hemos descripto hasta aquí es un sistema que les da una mayor visibilidad a los problemas socio-ambientales de las comunidades y ayuda a que los agentes de repuesta puedan focalizarse en resolver los asuntos más urgentes, ¿pero qué sucede después de eso?

Tal como lo señalamos al comienzo del presente post, uno de nuestros objetivos principales es no sólo darles visibilidad a dichos problemas, sino también alentar a la comunidad y a las autoridades a que se comprometan a llevar a cabo acciones para su seguimiento y resolución.

Teniendo en cuenta esto, estamos pensando en implementar algunas funcionalidades adicionales que nos ayudarán a cerrar el ciclo con el seguimiento de los reportes, actualizaciones de estado y maneras de destacar y hasta celebrar los casos de éxito.

“Adueñándose” de la problemática

Nos gustaría que tanto los individuos como las organizaciones llegaran a “reclamar la propiedad” de una problemática determinada, lo cual implicaría que se comprometieran a encontrarle una solución, asumiendo la responsabilidad de llevar a cabo la tarea hasta el final.

Aparte de eso, sería fantástico que ellos pudieran comprometerse a consignar una fecha prevista de finalización de la tarea, y que reportasen acciones que hayan sido llevadas a cabo para resolver el problema en cuestión. A modo de complemento de dichos reportes de seguimiento, ellos podrían subir a la plataforma nuevas fotos y videos, que permitirían que cualquiera que haya estado involucrado en el proyecto pueda ver cómo éste ha ido evolucionando a través del tiempo.

Cuando se actúa en consonancia con los reportes más urgentes...

DESPUÉS
En el marco de este proyecto, ninguna noticia podría ser más positiva que aquella que diera cuenta de problemas acuciantes que han sido solucionados. La plataforma debería reflejar con contundencia este tipo de logros...

En consecuencia, los problemas resueltos deben resaltarse, y erigirse como una fuente genuina de reconocimiento hacia cada una de las personas y organizaciones que estuvieron involucradas en la solución.

Queremos felicitar a todos aquellos que han contribuido a lograr un impacto positivo sobre la comunidad. Es más, queremos motivarlos para que sigan adelante... ¡y nos den cada vez más y más motivos para celebrar!

Próximo paso: Hacer un prototipo

Tenemos las ideas y hemos diseñado una solución ante el desafío planteado... ¿Qué es lo que sigue ahora? Pues bien, ¡ahora es tiempo de dejar de hablar y comenzar a hacer! En el transcurso de los próximos dos meses –hasta junio de 2013– desarrollaremos un prototipo que nos permitirá testear tanto las ideas expuestas como el diseño de la plataforma.

De más está decir que nuestra solución irá evolucionando con el correr del tiempo y que esperamos aprender mucho a lo largo del proceso de desarrollo y refinamiento iterativo del prototipo. No obstante, existe otra manera de que mejoremos aún más estas especificaciones iniciales: conociendo qué te parecen a ti...
